Under the Act, the Bank carries out oversight of certain recognised payment systems as part of its responsibility for ensuring overall financial stability and mitigating systemic risks. As such it is responsible for the oversight of certain payment mechanisms embedded in settlement systems, including those operated by Euroclear UK & Ireland. The Bank carries out its oversight with reference to its Principles which are based on the CPSS Core Principles for Systemically Important Payment Systems. The BoE also has a Service Level Agreement with Euroclear UK & Ireland that specifies the two institutions' respective responsibilities in terms of the delivery of a real-time settlement environment for the settlement of securities in the UK
